Ibrahim graduated with MBBS degree from Ahmadu Bello University Zaria Nigeria in 1985. He had Distinctions in Physiology, Biochemistry, Laboratory Medicine and Pharmacology. He attended various Training Programmes in Change Management, Advocacy, Facilitation Skills, Project Management, Health policy and systems analysis, Legislation, Leadership and an Executive Programme on Coaching and Consulting for Change at the Oxford University U.K and H.E.C, Paris.
The people of Kwara Central Senatorial District overwhelmingly elected Dr. Ibrahim Yahaya Oloriegbe as a Senator on 23rd February 2019. In the four years as Senator, Ibrahim has performed credibly, won many awards and was adjudged as one of the best three Senators in the 9th Senate.
He sponsored 15 Bills, the Senate passed 11 of the bills and four of the bills have been assented to become Acts. These Acts and Bills have changed the landscape of the Nigeria Health Sector positively. These include; the National Health Insurance Authority Act that made Health Insurance mandatory in the country, established the Vulnerable group fund and provides for major reforms in the Health Insurance sector; the Psychiatric Hospital Management Amendment Act, lead to the establishment of the Federal Neuropsychiatric Hospital in Budoegba, Kwara State. This Hospital is the first of its kind in the whole six states of the North Central Geopolitical Zone, which was the only zone without such hospital in the country as at 2021.
In addition to facilitating the establishment of the Federal Neuropsychiatric Hospital Budoegba, he facilitated many other institutions and projects to his constituency; these include, the Comprehensive health Center Idiisin- a satellite/ outreach center for UniIlorin Teaching Hospital, the Kwara State office of National Health Insurance Agency, the state office of NAFDAC, Water supply to over hundred communities, Transformers to twenty five communities, ICT centers, classrooms, Science Laboratory equipment to over twenty schools and economic empowerment to over Ten thousand constituents
He is the Chairman of the Senate Committee on Health and Chairman Joint National Assembly committees on Health. He is also the Vice Chairman of Senate Committee on Diaspora. He is a member of many Senate standing committees including; committee on Marine Transport, Drugs and Narcotics, Local & Foreign Debts, Basic & Secondary Education, Navy, Gas, Police Affairs, Communication and Public Account
He worked with his colleagues to achieve the success recorded by Nigeria in its response to COVID19 Pandemic. The committee accomplished the provision of molecular Laboratory, Ten bed ICU and Thirty Bed Isolation centers to sixty one Federal Tertiary Health Institutions in the country
Ibrahim practiced Clinical Medicine at both Public and Private sectors during the course of which he rose to become Medical Director of a large private medical institution. His involvement in the leadership of various Medical Professional groups enabled him to have solid understanding of the Nigeria Health System and its various stakeholders. He also has good understanding of various Management aspects of health services in Nigeria and Africa.
Ibrahim’s election into the Kwara State House of Assembly and his subsequent election as Majority Leader, Chairman House Committee on Health and Chairman House Committee on Local Government offered him opportunities to acquire the necessary skills in Advocacy, Policy Making, understanding of Nigeria Political system, Conflict Resolution, Diplomacy and Managing complex systems.
Ibrahim’s participation and later leadership of the Nigeria Change Agent Program (a UK DFID funded project) and HERFON offered him the experience and solid understanding of the Nigeria Health System and the Health Systems of South Africa, Ghana, Egypt, Cambodia, Tanzania, Zambia, Siera-leone, Brazil, Malaysia and the United Kingdom. His management of the twelve Change Agents Program Projects on the Nigeria Health System enabled him solid understanding of the various
components of Nigeria Health System – Policy, Legislation, Reproductive Health, Immunization, Health Care Financing, Communication, HIV/AIDS, Human Resources for Health, Health Information System and Health Services delivery.
Ibrahim’s leadership of the Change Agent Program, Health Reform Foundation of Nigeria, Working to Improve Nutrition in Northern Nigeria and Global Fund Malaria programme in Liberia enabled him to acquire necessary experience in managing complex organizations, with concurrent activities, strategic planning and coordination, interaction with various stakeholders in the Nigeria and Liberia Health and political sectors and providing leadership to senior members of the Health Sector and governance in general.
His works and services as a Health Systems Consultant to variety of clients including governments, international development partners and non-government organization and on various health system subject matters enabled him have solid experience and competencies in change facilitation, organization development and process management in the health and development sector.
