The MVP Hall of Fame is a process-led framework that culminates into an eventual induction of qualified and deserving members of the National Assembly. The following are the steps into the MVP Hall of Fame:

• NASS Midterm Report Card – Innovative and unprecedented performance appraisals of members of the National Assembly at midterm to measure effective and efficient performance of the core functions of a legislator as it advances the governance goals of accountability, transparency, and democratic service delivery
• Selection of Top Performers – Arising from scores derived from the NASS Midterm Appraisals, top performers across functional thresholds were selected

• Induction & Awards – Overall top performers determined at the end of the tenure of the Assembly through cumulative ranking across functional thresholds calculated from midterm
